Two held works by Levin cite Powers (1973). The 2019 paper uses it for the tenet of Perceptual Control Theory that behavior is the control of perception, linking cellular sensory machinery and its regulation to Active Inference. The 2023 paper cites it, with Gallistel, for a modular control architecture. In that architecture a simple bioelectric trigger sets a goal, and downstream modules such as size control and substructure placement activate without micromanagement.

in accordance with the main tenet of Perceptual Control Theory: behavior is the control of perception (Powers, 1973)

the necessary downstream modules (size control, substructure such as lens/retina/optic nerve placement, etc.) are automatically activated and do not need to be micromanaged (Gallistel 1980; Powers 1973)
